Update
  • FR-6800-N-25 – Sections I.A.1 and II.A of the NOFO were modified to include up to an additional $93,000,000 in funding made available from recaptured Continuum of Care awards pursuant to section 231 of the Further Consolidated Appropriations Act, 2020 (Public Law 116-94, division H, title II, section 231;  42 USC 11364a). The added funding will cover the costs of applying FY 2025 Fair Market Rents to renewal projects. There are no changes to rating factors, policies, or eligibility for new projects.

CoC Program Project Rating and Ranking Tool Version 8.0 and Quick Start Guides Now Available
Throughout the year, Continuums of Care (CoCs) are encouraged to analyze local data and make data-informed decisions about funding and system policies and processes.

Several decision support tools are available to help CoCs analyze data using pre-defined analytics to produce reports that highlight performance outliers, model alternatives, or support decision-making processes like those needed for the CoC Program Notice of Funding Opportunity (NOFO) competition. These tools do not make decisions for a CoC, but they do support community discussions by simplifying the analysis process and providing a framework for community priority setting to maximize resources.

  • New Version Available: Rating and Ranking Tool
    • The FY 2024 CoC Program Rating and Ranking Tool is an optional tool that meets HUD’s requirements for a rating and ranking process to develop the project priority list for projects applying for Fiscal Year (FY) 2024 CoC Program funds through the FY 2024 and FY 2025 CoC Program NOFO application. This tool provides a data-informed performance rating process to identify projects with the greatest impact and supports project ranking based on CoC defined priorities for project type and population. The tool has been updated to comply with restrictions on reallocation and other funding actions in the FY 2024 and FY 2025 CoC Program NOFO. This tool can be customized and supports year-round review and rating processes.
    • In addition to the Rating and Ranking tool itself, additional guidance is being provided to support CoCs using the tool. Besides the existing instructions guidance, targeted instruction will be provided in the following Quick Start Guides:

  • Stella P: Current System Performance
    • Stella Performance (Stella P) is available year-round to support equity analysis and help CoCs understand which combinations of project types are producing better system outcomes in terms of days homeless, exits to permanent destinations, and returns to the homeless system. This analysis is foundational for identifying areas for performance improvement and investment strategies.
  • Stella M: Modeling an Ideal System
    • Stella Modeling (Stella M) can help design an ideal system or help to identify the best use of a new resource. System modeling uses assumptions about the size and need of a population to develop a model of the permanent housing needed to support them. Communities can use the resulting model to identify gaps and set funding priorities for the CoC Program Competition.

FY 2024 – FY 2025 Continuum of Care and YHDP Notice of Funding Opportunity
 
The U.S. Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs (SNAPS) has published the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 – FY 2025 Continuum of Care Competition and the Renewal or Replacement of Youth Homeless Demonstration Program grants. This 2-year Continuum of Care (CoC) Program NOFO is authorized by the Consolidated Appropriations Act, 2024 and includes an application submission deadline for FY 2024 funding and a deadline for FY 2025 funding.
The application and selection process for the FY 2024 funds awarded through this NOFO will proceed much like it has in prior-year competitions. However, CoCs are only required to submit one CoC application that will be applicable to both FY 2024 and FY 2025 funds. Additionally, projects that are awarded FY 2024 funds may be eligible for award of FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds. Projects that did not meet the eligibility criteria to renew in FY 2024 but are eligible for FY 2025 renewal funding must submit a renewal application by the FY 2025 application submission deadline established in the NOFO.
The House and Senate Committees on Appropriations expressed that for projects awarded for specific subpopulations (e.g., homeless youth or survivors of domestic violence, dating violence, sexual assault or stalking), before funding for such projects may be reallocated to other populations, HUD must consult with relevant stakeholders. Therefore, in this NOFO, HUD requires funding reallocated from projects previously funded with YHDP or DV Bonus funding to be used for projects serving the same subpopulation and expanded the definition of reallocation to include DV Reallocation and the definition of YHDP Replacement to include YHDP Reallocation. HUD establishes these terms to distinguish between funding sources that must continue to serve the same populations of the projects being reallocated or, in the case of YHDP, replaced

The FY 2024/FY 2025 CoC Application, the FY 2024 CoC Priority Listing, and FY 2024 Project Applications should be available in e-snaps on August 1, 2024.
 
 
Collaborative Applicants
  • For FY 2024 funds, the FY 2024/FY 2025 CoC Consolidated Application includes the FY 2024/FY 2025 CoC Application and the FY 2024 CoC Priority Listing that includes all project applications that will be submitted to HUD for FY 2024 funding. The CoC application and the priority listing are separate submissions in e-snaps; so, Collaborative Applicants must submit both parts of the FY 2024/FY 2025 CoC Consolidated Application by the FY 2024 application submission deadline for HUD to consider the FY 2024/FY 2025 CoC Consolidated Application to be complete.
  • In FY 2025, Collaborative Applicants will be required to submit a FY 2025 Project Listing that includes all projects that were not awarded FY 2024 funds and are approved by the CoC to apply for FY 2025 funding.
  • There are six Project Listings in the CoC Priority Listing; however, only the New and Renewal Project Listings require unique rank numbers. The remaining four Project Listings only require Collaborative Applicants to accept or reject project applications.
  • The CoC Competition Report, and instructions on how to access the report, that includes data reported in the Homelessness Data Exchange (HDX) is available for use by Collaborative Applicants to complete portions of the FY 2024 – FY 2025 CoC Application.
Project Applicants
  • Returning project applicants (including YHDP applicants) may choose to import prior year renewal project application responses into your FY 2024 application; however, this must be requested during your registration of the Renewal Funding Opportunity in e-snaps. Imported responses must be carefully reviewed to ensure accuracy and revised where changes are needed.
  • New project applications must be completed in full and in accordance with the new project application components permitted in this year’s Competition.
  • YHDP Reallocation and YHDP Replacement project applications must be completed in full and in accordance with the YHDP Reallocation and YHDP Replacement project application processes outlined in the NOFO.
  • CoC planning and UFA Costs applications will only be reviewed if submitted by the CoC’s designated Collaborative Applicant identified in the CoC Applicant Profile in e-snaps.
  • Dedicated HMIS projects, renewal and new, can only be submitted by the CoC’s designated HMIS Lead as identified in the CoC Applicant Profile in e-snaps.
